I have to acquaint you that it has been ordered, with Her Majesty's permission, that the Spiritual Superintendence over the Ministers and congregations of the Church of England in China, south of the 28th degree of North Latitude, should devolve on Dr. John Charles Burdon, appointed Bishop of Victoria, Hong Kong, under the authority of Her Majesty's Government.

You will acquaint the Ministers of any British Episcopal Congregations, established in your district, of this arrangement, and whenever the Bishop may visit the place where you reside in the discharge of his duties, you will treat him with the respect due to his office, and furnish him with all proper assistance which he may require from you.
